Primelock

Capitol One's Primelock is the only card to offer an interest rate equal to the prime rate with no annual fee. It is not available for application to anyone, one must be invited by mail. They have been advertising this since it came out in November. The only point to the advertising seems to be to create a higher response rate to their mailed invitations.
