Chirac proposes

Jacques Chirac, President of France, proposed an implementation of the "Tobin Tax". This would tax the global currency (foreign exchange) markets in order to minimize speculation. Chirac is emphasizing that proceeds could be used to help combat global problems such as AIDS.
